The Bulga Optimisation Project was approved in December 2014 by the Planning Assessment Commission.

Response to Submissions and Revised and Amended Project Application Assessment Report
The Bulga Optimisation Project Environmental Impact Statement (EIS) was on public exhibition by the Department of Planning and Infrastructure (the Department) through May and June 2013. Following this the Department requested Bulga Coal to respond to the submissions in a Response to Submissions Report.
Throughout 2013 as part of our continued review of the project and acknowledging comments from our consultation and the public submissions, we revised our mine plan.
Our revised plan is largely similar to that proposed within the EIS, however there are some key changes including:
- Charlton Road is not proposed to be re-aligned;
- The noise and visual bund has been redesigned and now avoids the Warkworth Sands Woodland;
- The proposed biodiversity offset package has been increased;
- Mine infrastructure construction has been reduced; and
- The eastern emplacement area no longer disturbs private property.
